yes, there are about 200 of them flying around and they are all free. As long as I know there is socks, http (via apache, squid, ms proxy and others), smtp, telnet, ftp, ssh, pop, lpr/cups, etc... proxy checkers. Anyways, it will take about 15 minutes to code one yourself.. probably this is the reason you will not see them around except on skript kiddies pages.
