Is it worth 100 bucks cuz thats what one of my designers wants to get for a mainstream design integration into a phpbb forum

I'll give you some advice...
Don't pay to get it done.
Do it yourself.
Because the day after you are finished, you are going to want to change something... and you can't depend on anyone but yourself.
And sooner or later, you will want something done and the designer is pissed, or you don't want to ask... or no body can be reached...
This is from a guy that learned the hard way.

go with VB from the start, as if you decided to switch i hear its a real pain and also board tracker has to be changed ect
