DRM will allow you to do this:

possible for users to purchase a ONE TIME streaming or download option. as well as a monthly membership.

ability to license the DVD and allow it to be downloadable, and viewable on the MEMBERS local PC for 14 days then stop.

You will need seperate software to rip the DVD first tho..

ok, which DRM solution would you recommend?

What software would you recommend for the encoding of the dvd into WMP format?

Microsoft has DRM solutions for you...but remember you will have pissed off memebers with DRM...they don't like it. DRM is not a perfect solution.

Can you explain or link me to a thread? Ive seen the threads and skimmed them but havent really paid attention as I didnt need to until now.

Sorry I don't have links for this. I am sure someone else can back me up about it. That's the reason why we don't use DRM.
As far as your streaming, Windows Media server will do the work for you. You can find all the tools on server 2003.

For best results you'll need a TV card or better graphics card to "capture" the DVD footage. Once you have that on your machine, Windows Media Encoder can convert the file to WMV format and put the DRM on in one go.
DRMNetworks are owned by CCBill and there support guys are great.
Yes, some surfers don't like DRM but its very flexible - you can make the files last forever or just one play - you have full control over its set up.
