I actually saw some former commander asked about it a few months ago on MSNBC and he said the binoculars were being used properly. It was some sort of heat sensing or infrared something or other I don't remember exactly what he said.

Either way, it would not be believable if we all did not think W. was stupid enough to something as dumb as that, and we all know he is. :1orglaugh
