Can someone explain the fees that are involved w/ ePassporte?

Can epassporte money be withdrawn anywhere in the world?
Say I open an account in Japan, can I send the card to someone in Thailand who can withdraw money from my epassporte account if I give them my pin number? |

So they give out visa cards to anyone in any country who sings up and pays the necessary fees?
Paypal only allowed you to withdraw in a few select countries so I ask. How is this different from paypal in other ways like ease of payment etc? |
