Is Paypal working?

I'm trying to go on paypal.com and its taking forever for the site to load. And when I wanna pay someone, the page takes like 5 min to load and then "page not found". I remember yesterday it said they have a technical credit card processing problem and now this. Is it happening to anyone else?
