Doesn't Sexual Harassment require that one person has a position of authority over the other? In this case, the girl can decline and walk away. I can't see how it would be illegal.

Yes and no. One form of it requires that someone be in a position of authority, but if anything it could fall under the "hostile environment" part, where it is considered sexual harassment if you create a hostile environment for the other person. :2 cents:
