Do you mean like a 'motion tween' thats the only way i've ever heard it used...

If so, it means the generation of intermediary frames in an animation that "fills in the gap" of a transition. For example if you are making an animated gif and you want a word to slide in from the left, you position it on the left, creat a new frame position it on the right, then generate 3 or 4 frames inbetween using a motion tween to create the animation automatically.

It's basically a marketing classification for major mainstream corporations. To them, a "tween" is defined as a child who is too old to be considered a "child" but not yet a teen. Typically a 11-12 year old. Corporations and ad agencies spend a great deal of time and money to target this group.
