check out PHPAdsNew ... I hear good thing about it and it's free.

Only checked out the admin so much, looks kinda tricky but if you give it some time I'm sure it'll work out.

Last time I looked for a banner rotater I found HTML rotate, installed it in minutes and would suggest checking it out, very easy to use and allows you to rotate any html and not just banners plus it's free :)
