If someone accidentally clicks the "I am under 15 years old" link and then registers, how do I allow them to become a member?

You don't, you display a message: "bookmark this page and come back in 3 years..."

I think I got it. In user admin, there's a "user is active" option to click.

I just delete thier account, tell them to make a new one and be more careful
