That's sort of the point of the clip. The guy who dubbed that has a very twisted mind. I didn't look - he do anything else or just that?

It's not fake, it was produced for a project by Penn Jilette and a partner, with over 100 comedians telling offensive jokes, of a sort. Penn said South Park's contribution is "not even in the top 5 for dirtiness." :)
