I would think that they are created before the sex hormones kicks in and determine development. The reason beyond that escapes me. Perhaps the mammalian ancestors generated milk for the offspring in both males and females, and evolution hasn't yet worked it out of the males because it doesn't make much of a difference whether males have nipples or not?

It falls under the old saying because we can

If a baby sucks on your tits for hours on end, everyday, in a couple of days/weeks, you will start producing milk.

at the time when the egg meets the sperm, we are all technicly female, we even have gills to a point. the codes for nipples must be on the X chromosome, all the crap that gives us a dick and lots of hormones is on the Y...we all have tits because at one point we were all females...

Yes, men can breastfeed, it's all about survival. I assume it's a mechanism that works if the mother dies (assuming we we're animals living in the wild)
