i hate to say it but the guy is right he got the 1000 views before you ammended the rules .. and i dont see how he cheated. he just clicked his refresh , no harm in that.

I don't think he wanted to scam you in any way just tell you that the rules are easy for people who want to do that, I also doubt he wants or needs the 100$.

It'd be easier to thank him for getting this failure in the contest clear, changed the rules and everything would be ok.
