Chows have purple tongues, so that does point to Chinese breeding.

I tried to find more information on this dog for almost an hour. THe only mention I could find was on an information essay page about inbreeding and animal husbandry. They mentioned breeding for types in dogs, which created off-breeds LIKE the "Giant Panda Dog," which were purebred but not pureBREEDS, so they aren't officially recognized by any breeders organizations. That's the only thing I could find anywhere.
