There are not many others left, but I prefer the Easy Video Splitter from http://www.doeasier.org/splitter/

That's because AVI's have "index" frames and you can only cut on the index frame. Depending on how it is encoded, that is every 4 seconds (actually every timeframe is possible).
If you want exact sizes, the movie needs to be recoded.
