The problem is that you can not cut it back once it has started. If the US were to outlaw free, then the people on the other side of the pond would take over that and the surfers would just end up there.

Ideally, pictures should be free; movies should be inside paysites only. That would be a nice middle-ground. But of course it only takes one bozo looking for traffic who gives away thousands of movies and we're all back to square one.
