...I send a package to someone and they claim they never got it even if tracking information shows it was delivered?

The person who I sent the item to claimed they never got it and chargebacked the transaction.

Well was the package sent to you or you sent a package? Either way you would have to contact the service used for shipping and find out what adress it was sent to and who signed for it.

I don't think legally its mail fraud on their part. But it's for sure dickheaded.

SO you have some type of proof they got your package? I wouldn't worry about it if I where you. I watch enough People's Court to know the law these days.

I sent the package.
Tracking showed that it was received by owner.
Owner claims they never got it.
Owner chargedback.
I'm out the item and the money.

I tried contacting Paypal since that's how the transaction was made - they dont help at all.

It's not a huge amount. It just pisses me off that no one knows what the hell to do (usps, paypal, etc.)

If you have the tracking # send it to paypal with proof that they recieved that package and paypal will refund the money.

LOL, i did that right away. It's even in Paypal's TOS that this is what you have to do and they will close the case. But the person's CC compnay fought it and Paypal gave the buyer the money back.

There is a minor clause somewhere and then Paypal is supposed to "fight" my case w/ the CC company. (They said it usually takes 3 months). It's been 9 months and they still won't answer me.

Require the receiving party's signature from now on. I've even heard of requiring that only the person it's address to be allowed to sign for it.

Will do that from now on. I'm wondering that if the person is claiming they never got it that someone had to have stolen it when it was delivered to their house.

In that case, does anyone know if I would have to send in a complaint to USPS or even the police?

Send them an email or letter and let them know you had it tracked. Kindly let them know if they don't give you the money back plus any fees you incurred you will be contacting their local DA with all relevant info. The DA will investigate unless he's an asshat.

I sent them an email similar to that months ago and they replied back saying they never got it. They didn't seem worried.
