This person im trying to reach when I mouse over his name it says away then on top of that it says idle for 7 minutes

It means that the person has touched their keyboard or mouse in that amount of time.

Let me correct something, well if it does this, idle for 20 minutes or some high number and you message him and it does a drop like to 1 minute, that might mean he is ignoring you.

i don't get that kind of information when i hover the mouse over a name - i use ICQ Lite.

it means he went to jerk off, and that usually takes about 7 minutes.
