If you can sue a country then surely America must be constantly bombarded with lawsuits, no?

That's a good point. Thousands of Iraqis should sue the US government, and they would have a much better case since the criminal invasion was a government initiative, unlike the 9-11 attack which was the product of a small group of like-minded individuals.
