When can you buy expired domain names?
 

Theres a domain name that I want that expired Dec of 2003, but the domain still isn't available for purchase an the site on it is still sitting there, but it hasn't been updated for years.

is there anything I can do to grab this name? Do I have to inquire with godaddy or netsol or something?

That's odd. What's the domain? It could just be the record they have for it is fucked up. That happens from time to time.
