Assuming static content, can a Celeron 1.3 GHz 512 MB RAM
make full use of a 10Mbps connection?

I've had nothing but bad experiences with celerons... but never used one as a server. :2 cents:

As long as it is static, it's no problem. Movies don't make any diffrence. I'm sure it can even handle 20MBit.

I'm thinking about using them as a load-balanced content serving cluster,
anything CPU intensive can be handled by a box with more grunt. :)
