Once again the "tiger repellant rock" reference from the Simpsons applies.

You know the one where a bear enters town and they start up the bear patrol? Lisa tells Homer that it's a waste of money when a bear has only been spotted in town once. And Homer says "Well you dont see any bears around do you? SO it's working". Lisa picks up a rock and says "Well, by your logic this rock repells tigers. You dont see any tigers around do you?". Homer then offers to buy her rock.

Perhaps issuing public challanges like that are not within the realm of what people would call smart. One could argue that if they were going to strike they would strike reguardless, but still why wave the red cape in front of the bull?
