How do they have estimated votes already?

Are the Voting Polls open already?? I'm a bit confused on this whole system. If they are not open, how does Bush already have 213 votes in the Electoral System as stated:

If nobody has voted yet, how do either of the candidates have any votes?

I now understand how the Electoral system works after doing a little reading, but, can't seem to find how these "estimated" electoral votes are being tallied.

Can someone enlighten this for me please?

They estimate votes from each state, determine winner for each state based on that, and then add up electoral votes...
