I grew up in Florida and of course I experienced dozens of similar situations. Every time a hurricane is heading for Florida it becomes almost impossible to buy bleach, bottled water or plywood. Every store in the danger area is crowded with people filling their carts with the three items mentioned above and fighting with the other consumers about who gets the last one on the shelf.

No they said its safer to stay put, because they have no idea yet if this is going across the state or not, and they don't want millions of people on the highways if it does that.

Only if you are right on the waterfront, you have mandatory evacuation because of the high waves and storm surge.
