Anyone know? Will CCBill shut down a site that utilizes mail traffic?

buying 100mil emails from gfy is plain spam
running your own mailing list and doing mailouts without using the linking code of the processor is acceptable from near all processors.

I'd be very carefull with any of the big ones ccbill, paycom and ibill.

the thing is the spammers have ruined emailing porn.

Most processors I know have no problems with double opt-in list mailings. It's the email harvesting lists which are gonna cause you problems.

As long as good money comes in nobody will really care even if they say so.The processor is always the last one who gets into any troubles.

Ibill always worked together with the australian "porn mafia" (39.99$ sites adverised via mailings, sites contain stolen content)
