I actually read an article a few weeks ago about this problem. Lots of materials get "stolen" regularly from Russina plants.

The U.S. number of warheads should be lowered as we are discontinuing the Minuteman missile program in the near future.

Cold war strategy for awhile was to have too many missles for the first wave of an attack to be effective so the 2nd wave would obliterate the attacking nation.

Scary shit if you ask me. I think the first wave would have killed off the planet.
