Sounds like they are going after the phishers/identity theft, and web attacks.

I bet 90% of the arrests will be unwarranted.

maybe... but it looks like they're targeting the citibank/paypal/etc fraud emails. The ones that say "You need to update your information"

I think it's a good thing personally.. even if it is plainly just to get some votes.
