I got my old E36 M3 in beautiful condition with 76k miles on it for $17,800 and that was from a dealer. Private party you could get it much much cheaper.

Subaru WRX's were introduced to the US and Canada in early 2001. Approx 70 hp less than the WRX STi, but easily (and cheaply) modded...

Dammit. I didn't know there was a difference between the STI's and just regular old turbo'd WRX's. :(

for that much I'd say go with an BMW M3 (couple years old) or a year or two old Subaru WRX

One of my best friends has a Mitsubishi Eclipse Spyder. It's really really fun, fast and from what she said it wasn't too bad on the bank.

Also, the Celica isn't a bad idea either... those are fun to cruise in. :)
