In none case, we're talking for huge bandwidth, the guy must be joking or he is not that good with calculations :-)

You'd think that the hosting company would either let him know if it was that high or at least slow down the amount of bandwidth being used.

If that person is using that much... That hosting company's servers could not sustain that for long they would either overrun and the processor power would be at %100 and maxed out.

There are no, I repeat no hosting companies that would allow that level of traffic to happen to a single website. To be honest with you I don't think a single server could have done it. That's around 2 T3's worth of traffic, it would have had to been in a cluster to archive that much traffic in 1 month. 20,000GB ... give me a fucking break, sounds like his host doesn't know what the hell they are doing. No host would allow for that amount of transfer, and no single server could handle that shit in the first place.
