Post a sample of what kind of webcam images you are talking about.

Just resize to 320x200, add some noise, play with the color balance, that should do it. Basically make it look shitty.

Give me some webcam image I can imitate otherwise I can't help you.

Blow out the contrast using curves, or the brighness and contrast if you dont know curves....

Add some blue hue (monitors cast a blue hue).

Put the action off center a little.

Noise isnt necessary as most cams are clear, however a slight blur is convencing as the depth of field on a lot of cams isnt super deep... by the same logic if the girl is clear blur the background a little.
