is that all it does? cookiecutter tgps with txt groupings?

You can put a design on it offcourse, just import the codes.

But your hosting bill will be huge.

It's better to create 5/10 Kb TGPs since you will get bulk traffic.

It's up to you, if your host can handle it you can try it.
