Well its obviously a piece of grafitti showing one of the first pictures regarding the torture of iraqi prisoners (Remember the one with the poor guy with the hood on and eletric wires attached to his body. In the background it says woops. So basically its just the artist way of expressing his oppinion about either US or how little a deal he thought the torture thing was - i guess it couls mean both things
