It's a character being played by a Comedian. The guy that does that character is highly educated and highly intelligent. If you watch it a bit longer, you'll notice he has a knack for really getting on people's nerves.

I hate that guy.. he's just so annoying. He might be funny but I can;t watch him for more then 5 mins.

The first series was hysterical when no-one that he interviewed knew beforehand that he was taking the piss!

I think my favorite episode is "Science". The poor PHDs have no fucking clue what this guy's talking about, and he just fires them right the fuck up.
