How can that be ???

Aren't " major combat " completed since may 2003 ???

A war is defined as taking out a foreign government, which has been done. Because of the prior action of the former government the entire population is well armed. They aren't fighting against the Americans here, they are fighting to retain their tribal control - They don't want to live in the real world. Instead, this tribal leader wants to control (read: terrorisze) his turf.

And New Jersey needs to be liberated.

The only reason why he got a little more support is because he opposed the occupation, he saw it as a way to get a political role. Only problem though, is that many of those who joined his army didn't join in because they supported him but because they where against the occupation. So when he asked his men to cease fire, they didn't obey. In short, he screwed himself and now he can't get a political role in Iraq because he can't get his army to obey him : )
