No you're on crack. The new regs will be effective 30 days after they are published in the federal register.
Just because the comment period ends on 8/24 doesn't mean the regs will be published the next day.
The feds are required to read and consider all public comments, they won't be able to do that in 2 hours.

Hopefully it never passes... then again it would kill so much of my competition. The question is how do I not end up like my competition :(
