If its wasnt for the monopoly that debeers has then no one would care about diamonds because they would be cheap. debeers owns about 90% of all productive minds. They control how many diamonds they release to the public.

What I don't understand is from what I hear, diamonds cannot be sold unless from DeBeer's, so how do they not own 100%? Or does that rule only apply in the west?

DeBeers only has 2/3 of the market in number of diamonds and 45% in value, not 90%... Where you get your facts from?!
