Is it normal for a usa BASE host to let a person have CP key words all over a site
 

I been dealing with a site that has ever kind of key word on it to draw the CP lookers there . I finly got hold of the host and took this to them for I would sure as hell think that people wouldnt want this shit on there network , i got all the program sponcer to kill his acc and went to the host and they more less tell me oh well what they to do about it and if i care so much over a person have these terms on his site

No, you aren't wrong, and you've done more than most people would have. I'm glad the sponsors closed his accounts, but regarding the host, not much else you can do, except remember the name and never use them. Of course you could name them here, with proof of the page in question so anyone else desiring a boycott can do so.

But to answer your original question , it is very common to find cp "keywords" on pages..

If you have ever heard of small sites like google.com or yahoo.com you may have noticed such words.

Try using google adwords keyword suggestion tool.

if you want to advertise the keywords SEX or PORN , they will offer you suggestions on other keywords you might like to buy , such as KIDDY PORN , CHILD PORN , etc etc.

Now im sure that both yahoo and the site you mentioned above are completely free of any actual content, and just as free to remove the words ( but wont)
