Who designs websites for relatively cheap? (looking for a weblog design, have a logo)

however the design looks kinda amateurish, and it needs a touch up. Who can do this for a fair price?

It's hard to find a designer that really wants business here, at least that's my experience. Check out www.ynotmasters.com it has a nice directory and listing.:)
