The only way to accurately test your true network downspeed cap is to connect to a server inside your network that tests the connection. Otherwise the number will be affected by outside issues and connections beyond the control of your service provider. 1.4 is pretty good though.

download DU Meter
and connect to your ISPs newsgroup server and download something there
