The regulations don't say "hardcore". They say "explicit sexual content" and "actual sexual content".

imo, something can be "actually sexual" without having penetration (hardcore) ie: masturbation, oral sex, lesbian stuff, spread shots,etc.

Also, good rule of thumb...If you're not sure if it's sexually explicit or not, get the 2257 info and file it.
