Actually I grew up in the hood. Yes there were white people there (no Asians, Mexicans, etc), but they all moved when the neighborhood went to shit. We left after the 3rd drive by of the month.

Hoods do not get funding because if you put money in the hood it would not be the hood anymore. And when that happens who is going to cut trees for the city, who is going to empty garbage, clean parks, pick up road kill, work fast food, answer government phones? Cities thrive on poverty, and if they are lucky not to have it then they certainly have a neighboring city to supply the labor so it has very little to do with the image it has everything to do what what the city needs to run itself as cheeply as possible so money can stay in the pockets of those in power :winkwink:
