Small AdWords question

hi everybody ;)

I remember Google had some CTR limits on its AdWords program. Kinda your banner must be clicked not less than 'someamount' % to it views.
Does it still have that limits ? I can't find the info about that. :helpme

0.5% to remain active.
1.0% to get distributed on Adword partners.
