epassporte visa electron - not working for me

I've returned from my vacation. I was trying to pay with epassporte visa electron card for gas in slovenia ... and in shop in croatia. It never worked, althought I have enough funds on my account. Then I've tried another visa electron card issued by my bank - it worked perfectly.
I didn't try to use epassporte at home, I don't need to be ashamed again :(
Why do they place a VISA sign on their card, when it's not working ? What can be the problem ? Anyone having such problem ?

Call your bank.

You can only use it at pin based merchants, like atms, or every store in Holland and Denmark for example :)

I know it is ELECTRON, as i've wrote above, when epass card was rejected,
I gave merchant my VISA ELECTRON card issued by my bank - it is the same debit, not embossed card with just different picture, and this card was working

I belive it is because gass stations and many other places do a "precheck" of your card where they try and reserve $50 or something.
If it can't do that, then your card will be declined.
So if you try and spend $10 at a gass station for gass and you have $25 on your card the gass station will most likely try and get a clearence from your card for $50. Then it will be declined.
I think there is something in the FAQ somewhere on epassporte about that.

You can only use it at places with the VISA Electron logo. Only a VISA logo is not enough.

You should just use it at ATMs.

we just discovered that the epassporte visa works with our shopping cart on Midnight Digital with netbilling just like a regular visa does

is it possible that some countries are not accepted?

If You're talking about the "Virtual VISA", then that's how it's supposed to be :)

That's a regular VISA compatible card whilst the physical plastic is just an
Electron, meant for PIN-based POS (Point Of Sale) debiting only as well as at ATM's.
