It is our intention ann honour to have your services for the payment of a
contract sum of money or a contract purportedly executed by you. The fund
came about as a result of a contract awarded and executed for and on
behalf of my Ministry by an American Firm.It was supposed to be awarded to
two foreign contractors to the tune of USD$100,000,000.00 but in the
course of negotiation, the contract was awarded to an America contractor
at the cost of US$133,157,151.00 to our benefit unknown to the contractor.
This contract has been satisfactorily executed and inspected as the
American firm is presently securing payment from my Ministry, where our
Board is in-charge of all foreign contract payment approval. The sum of
money available now for payment is, if counted in Hong Kong Dollar HKD
258,460,000.00 which is equivalent to United States Dollars USD
33,157,151.00 to be processed and transferred to your bank account on
behalf of this committee and for the benefit of all of us involved in this
deal. For your information, the contract is an Airport maintenance
contract for the supply/installation of new Escalators and maintainance of
old ones at the international wing of our airport.Below is a list of the
escalators purpordedly supplied by you for your necessary references:

i) Horizontal - Moving Walk Escalators - Width of 1.400mm, Distance
18,000m. ii) Diagonal - Versatile Escalators - Three step widths 600mm
(24'), 18,000mm, 32") and 1.000mm (48"), rises up to 164ft.

We deliberately inflated the contract after negotiation was concluded as
an avenue to benefit from the Government foreign reserved and we have been
successful so far as the contract has been satisfactorily executed and
inspected. But as civil servants still in active government service, we
are forbidden by law to operate an account outside the shores of Hong
Kong. Hence this message to you seeking your assistance so as to enable us
present your private/company account details as a beneficiary of
contractual claims alongside the American contractor. Your critical role
shall be as follows:

(a) You prepare an invoice (back dated to 20th November 2003 and addressed
to Civil Aviation Department) for the above escalators purpordedly suppled
by you at the total amount of USD 33,157,151.00. (b) The application for
payment shall be submitted in your names as the sub-contractor and
beneficiary of the contractual sum of money. (c) You are to assume this
status of the sub-contractor and beneficiary until all formalities
concluded and payment confirmed in your bank account. Our main function
shall be to ensure that whatever working agreements you would have with
this committee, is protected and guided to the benefit of both parties.
But where we are unable to handle some matters pertaining to your agreed
working relationship (may be due to our very sensitive official positions
in this Department and the need to remain at the background) you shall in
due course represent our interest in that regards. As a first step to the
consummation of this working relationship and for a better knowledge of
who you are, it shall be very necessary to have your offer of acceptance
to work with us along with a copy of your valid means of personal
Identification and full contact details for our necessary references and
record purposes.
