Not sure if this is what you are looking for, but there are a few programs that are good for voice chat. Roger wilco and battlecom are two good ones, and can be found on download.com

Excite has voice chat... it sux because it doesn't have a text chat option for those who don't have mics, but they do have a live voice chat.
