download.com and look for Search and Replace

Windows commander can do it too. CTRL+T (multirename tool)

http://www.fauland.com/af5.htm

"A.F.5 makes it easy to rename many files at the same time. Drag and drop your files from Microsoft® Windows® Explorer to the window of A.F.5, build new filenames and click Rename."

(freeware)

Dude, people dont even know what dos is anymore :)

When the first Windows came out i refused to use it. I was still using dos for ages while people already bought puters with Windows on it haha.

If you have ACDSee (highly recommended program for image organizing/basic manipulation anyway), it does batch renaming too.
