Crazy shit but it may have had more to do with upholding an election to ensure stability rather than rocking the boat and possibly leading to more serious problems - like greater civil unrest as two factions battled over who is the democratically elected President. That would have been very bad for the state of the Union.

It was one of the more disturbing parts of the movie. It would have sucked to be Gore in that situation.
