"Hey, I know.. people have complained about the last banner we had up, let's make one with even longer whining noise that doesn't stop on mouseover.. and while we're at it let's put an annoying button at the bottom since webmasters seem to love it"

I'm pretty sure it did. Poor marketing decision. Being annoying hurts more than it helps IMO.
