FYI,

It only measures loading time at the client side (only for those with alexa toolbar) and it doesn't honors client connection speed (to see if dialup, cable, adsl, etc) and it doesn't honors client bandwith percentage used to load that page (i.e. they might have 1mbit connection but other transfers like ftp, P2P, streaming music etc. might consume 95% of it when they have accessed the page, so that might leave just 5% load the page and alexa will think it's slow)

So, rating can be "slow" no matter what your actual server speed is. :)
