COPA alternative?
 

I don't see why the government can't introduce a classification system like they have for movies, and require that all porn sites be tagged XXX. Then if all browsers (or possibly the OS) were required by law to have a filtering option, parents could set the filtering to whatever level they deemed appropriate.
